Where Can I Find Blue Water ? I Searched For It On MTS2 And Got Nothing
Blue Water village is a sub-neighborhood that comes with the Open for Business expansion pack. If you don't have OFB, you can download other beach neighborhoods from MTS2.
If you need help creating the sloped lots, Inge Jones has a few pre-made custom neighborhoods for creating sloped lots at her site. Follow the directions there (they are very similar to the ones in this tutorial.)

Bon Voyage changes the waterlevel for seaside lots
I think this method is great until you install the Bon Voyage ep. It totally changes the waterlevel for seaside lots made with water tool designs. The water in the lots disappears, leaving you with big ravines.
