Balding imminent - pls help with modular stairs.[SOLVED]

I really feel like I am going to literally lose my mind. I have built a house with 5 levels, of which 2 are 4 clicks high. There is a floor between each wall, but when I add modular stairs, the stairs go right through the floor to the levels beneath it. I have used floor covering, and even the interior foundations, but they go right through.

Is this meant to happen? Or is there a way I can stop it from doing that?
