    The way I have it on my computer the resource.cfg file goes in the Sims 3 Folder. I also have my Mods folder in the Sims 3 folder and not in the Electronics Art Folder. Maybe try that? Good luck!

    the resource.cfg goes in this C:\Program Files (x86)\Electronic Arts\The Sims 3 that is the sims 3 root folder the mods folder goes into the sims 3 root folder so it will be C:\Program Files (x86)\Electronic Arts\The Sims 3\Mods\Packages. The package folder goes in the mods folder as you are creating a subfolder in the mods folder the images on the previous shows you where the resource.cfg is supposed to be as well as the Mods Folder and then the package folder

    Thanks so much angelicassims and Dora, I'm on the edge right now .... still have my Sims2 ( which I love so much ) but have just bought Sims3 and really wanna give it a go ....

    yeah they are but the modders are modding it so it isn't that difficult we just have to do it a different way now then the norm
