Why don't you use some columns underneath it? It will the allow you to put floor tiles.

If you haven't tried you could also build a wall section on that first floor, then it should let you place floors. Just delete the wall after wards. It's basically the same thing as the columns.
But honestly, why would you want to? If you want to have a floor to the edge, why do you want a 2 story window? You can have windows matching to the floor and ceiling quite easily without sacrificing any floor space. 2-story windows really only make sense in two-story spaces. Unless I'm missing something?
